Dubai has revised the eligibility criteria for the two-year residency visa for property investors, introducing new rules that expand access for real estate investors while maintaining financial compliance requirements.
The updated regulations apply to property-linked residence permits issued through Dubai’s real estate investment framework. The changes are expected to benefit individual buyers, joint property owners, and long-term investors looking to secure UAE residency through property ownership.
The revised conditions were recently published through Cube Centre, a Dubai Land Department-affiliated service entity that supports real estate investors and residency-related applications.
Key Changes to Dubai’s Property Investor Visa Rules
Under the revised framework:
- Individual investors can apply without the previous Dh750,000 minimum property valuation requirement, provided the property is fully owned by a single applicant.
- For jointly owned properties, each investor must hold a property share valued at a minimum of AED400,000 to qualify for the residency visa.
- The updated structure applies even if the property is owned equally by multiple owners.
The revised policy reflects Dubai’s continued efforts to make investor residency options more accessible while ensuring transparency in ownership and financial accountability.
Documents Required for a Property Investor Residency Visa in Dubai
- Title deed for a property located in Dubai (other emirates and DIFCA are not accepted).
- Valid passport copy with more than six months validity
- Emirates ID copy
- High-quality digital passport-size photograph meeting ICP specifications
Note: Applicants must submit a personal photograph that complies with the image specifications issued by the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP).
- Valid UAE health insurance from any insurance company in the UAE
- Certificate of Good Conduct issued by Dubai Police and addressed to the Dubai Land Department.
- National ID documents for applicants from Iran, Pakistan, Iraq, Libya, and Afghanistan
- Matching the applicant name across the passport and title deed documentation
Authorities have also confirmed that medical insurance remains mandatory for all residency visa applications connected to property investment.
Eligible investors may also sponsor family members under the residence visa category, subject to applicable immigration requirements.
“This update is a strategic move that democratizes residency by lowering the barrier to entry for mid-market investors and first-time buyers. By removing the previous Dh750,000 threshold for sole owners, Dubai is making it significantly easier for individuals to secure a long-term future in the city. Furthermore, the clear Dh400,000 threshold for joint owners provides much-needed flexibility for partners to co-invest and both qualify for residency. Overall, these changes boost market confidence, encouraging long-term stability and making Dubai one of the most accessible and attractive real estate hubs in the world.”- Vipin Kumar, General Manager at Best Solution Business Setup Consultancy.
Additional Requirements for Mortgaged or Instalment-Based Properties
This includes:
- A No Objection Certificate (NOC) from the bank or developer
- Confirmation of the total amount paid
- Details of the outstanding balance
- Formal mortgage statement documentation
For completed properties that are no longer under construction, investors must additionally provide proof showing that at least 50 per cent of the property value — or a minimum of Dh375,000 — has already been paid.
Growth of Dubai’s Property-Linked Residency Market
Dubai introduced its modern investor-friendly visa framework in 2019, allowing foreign nationals to live, invest, work, and study in the UAE without requiring a local sponsor.
This two-year renewable residency visa for property investors became one of the most popular options for overseas buyers seeking long-term residency through real estate ownership.
The residence permit is processed through the Dubai Land Department (DLD – Taskeen) and issued by the General Directorate of Residency and Foreigners Affairs (GDRFA).
Dubai Real Estate Market Continues Strong Momentum in 2026
During the first quarter of 2026:
- Property transactions reached Dh138.7 billion.
- Total deals crossed 44,150 transactions.
- Transaction values increased by 21.2 per cent compared to the previous year.
- Overall deal volumes rose by 4.35 per cent.
Market trends also indicate growing demand for premium and high-value residential properties across Dubai.
Industry analysts note that the market is increasingly driven by long-term investment strategies rather than short-term speculative activity. In January alone, Dubai property sales reached approximately Dh53.6 billion across more than 16,000 transactions, with the average transaction value rising to nearly Dh3.3 million.
This growth suggests stronger participation from institutional investors, international buyers, and high-net-worth individuals exploring long-term opportunities in Dubai’s real estate market.
What This Means for Property Investors
The revised visa framework makes the two-year residency visa for property investors more flexible for eligible buyers while strengthening documentation and payment verification requirements.
For investors planning to enter Dubai’s property market, the latest updates provide greater clarity on ownership eligibility, residency qualification criteria, and compliance requirements connected to property-based residence permits in the UAE.
